There was something incongruous about Sir Keir Starmer wringing his hands in the Paris sunshine to lecture us back home about smoking. In the French capital on his European bridge building jaunt, he confirmed plans to ban smoking in pub gardens, sports grounds and other outdoor venues. Attempts to clamp down on the habit in France have been less successful than in the UK and around a quarter of French adults smoke, compared to about one in ten Britons.
