The Government is considering using a hike in National Insurance contributions to finance the thorny challenge of long-term social care.  Reaction’s Tim Montgomerie talks to Torsten Bell of the Resolution Foundation about the disproportionate impact such a levy would have on younger, lower income Britons. They also largely agree that that the Universal Credit benefit – despite its significant early teething problems – has turned out to be a useful and effective reform.
