The red benches of the House of Lords seat 400 people but we have some 800 Peers.  Fortunately, only about 400 attend on a typical day and only 300 of them show up regularly to speak or vote, otherwise there would be an unseemly scrum. The Lords, as it currently operates, simply does not make sense.  For more than a century there have been calls for radical reform but nothing major has happened since 1911.
